The City of Philadelphia’s Office of Sustainability (OOS) moves Philadelphia toward the vision of a city providing environmental, equity, economic, and health benefits for all.

The Municipal Energy Office, housed within OOS, serves to manage energy supply and demand for city government operations.  The mission of the Energy Office is to:

  • Strategically procure cost effective, reliable, clean energy and conventional energy systems for city government
  • Promote energy conservation and efficiency within City departments by providing education, technical expertise, promoting systems change, and analysis of energy used
  • Develop and implement projects and programs that promote the efficient use of energy and reduce the City’s environmental impact
  • Support Philadelphia’s climate and energy goals; and position City government to lead by example

Job Description

The City Energy Manager leads the Procurement & Analytics Unit of the Municipal Energy Office by overseeing three full-time staff which manages the City’s municipal energy management initiatives, specifically energy procurement. This position reports to the Deputy Director of Municipal Services for the Office of Sustainability (OOS) and collaborates with other members of the OOS, the Philadelphia Energy Authority, Department of Public Property, Department of Fleet Services and additional partner departments and agencies. This position will manage consultants in order to lead strategic planning and implementation for Municipal Energy Office and Municipal Clean Fleet Plans. They will also engage other City agencies in their energy work, including the Philadelphia Water Department and the Department of Aviation energy plans. Additionally, this position will advise on and assist in implementation on city-wide energy policy.

Essential Functions

Personnel and Operations Management

  • Manage at least three full-time Municipal Energy Office and guide decisions on work prioritization, professional development, and support program and project implementation.
  • Assist with the management of the Municipal Energy Office budget and oversee a subset of the office’s contracts and contractors.

Energy Planning and Policy

  • Lead strategy development, tracking, and implementation City’s Municipal Energy Master Plan and Municipal Clean Fleet Plan.
  • Support the Philadelphia Airport and Philadelphia Water Department with planning, development, and implementation of strategic energy plans and projects.
  • Oversee City building compliance with benchmarking policies and other external program commitments.
  • Represent the Municipal Energy Office in various City initiatives including Philadelphia Energy Campaign, SmartCityPHL, and Rebuild.

Energy Management – Supply Side

  • Lead the procurement of electricity, natural gas, steam, and vehicular fuel with goals of cleaning supply, providing budget stability, and minimizing costs in alignment with Municipal Energy Master goals.
  • Prepare annual energy budgets and projections for the General Fund, Aviation Fund, and Water Fund.
  • Manage business relationships with utilities, energy suppliers, and load-serving entities.
  • Develop internal policy, programs, and projects to advance renewable energy use and generation. Notable projects include the Adams Solar Power Purchase Agreement.
  • Oversee the utility bill reconciliation/audit process, including reviewing accounts for accurate rates.

Energy Management – Demand Side

  • Assist with the development and implementation of energy efficiency and conservation programs and projects.
  • Assist with the support and coordination of energy performance contracts with other departments, such as the Philly Streetlight Improvement Project.
  • Participate in the design review of major City capital projects to advocate for the incorporation of cost-effective energy conservation measures and best practices.
  • Assist with overseeing energy efficiency projects, load management programs, and employee energy education and training programs.

  • Familiarity with renewable energy procurement and energy markets

Work-Life

Working hours are generally 37.5 hours per week. Our team is currently hybrid with both virtual and in-office days, however the position can opt to come in the office each day if desired.

Qualifications

Required:

  • Bachelor’s degree in energy management, finance or other relevant education or 4 years relevant experience
  • 4+ years of experience working in energy management and focusing on power purchase agreements, renewable energy projects and developing RFPs (each year of relevant post-secondary education will be counted toward experience)
  • Certified Energy Manager certification or achieving within 6 months of hire
  • Experience with managing energy conservation programs and/or energy procurement for large portfolios

Preferred:

  • LEED accreditation
  • Professional education in energy management, engineering, and/or environmental science
  • Experience with managing energy conservation programs
  • Familiarity with building commissioning, HVAC controls, and/or building automation systems

Salary Range: $90,000-98,500
