The Philadelphia Energy Authority (PEA), an independent municipal authority, is working to build a robust, equitable clean energy economy in Philadelphia. Chartered by City Council and the Mayor in 2010, PEA is a quasi-governmental entity based in City Hall. In 2016, in partnership with City Council President Darrell Clarke, PEA launched the Philadelphia Energy Campaign, a $1 billion, 10-year investment in energy efficiency and clean energy projects to create 10,000 jobs. Through 2022, PEA has helped launch over $380MM in projects and created 3,275 jobs. We focus on municipal assets, schools, low- and moderate-income housing, small businesses and commercial and industrial projects and programs. We view energy as a high impact tool for reducing poverty, improving education, strengthening communities and leveraging public investment.

Position Summary:
PEA is expanding its policy and strategic partnerships team to assist with the design and implementation of a strategic plan to maximize Philadelphia’s Inflation Reduction Act (IRA) funding potential. The IRA is a once-in-a-generation opportunity to bring as much as $5 billion in climate funding to Philadelphia in the form of tax incentives, rebates, and competitive and formula grant opportunities. Philadelphia is well-positioned to receive funds as a leader in building an equitable clean energy economy and PEA, in particular, leads programs and projects that align closely with the goals of the IRA.
The Senior Manager, Policy and Strategic Partnerships will be PEA’s staff point person to ensure that this opportunity to leverage IRAfunding to scale Philadelphia’s equitable clean energy economy is realized through strategic planning and day-to-day execution. The Senior Manager will be the in-house expert on the IRA – tracking and summarizing all federal climate funding opportunities, mapping funding opportunities to existing and future projects and programs, assisting with the development and implementation of projects and programs that leverage federal funding, and managing consultants and key partners. The Senior Manager will also engage with state and local policy efforts, especially where they intersect with federal funding opportunities. The Senior Manager will have strong research, communications, and partner management skills. Other duties related to project management and general administrative activities will be part of this role.

This role requires a detail-oriented team player with a high level of comfort managing multiple competing priorities and needs. The successful candidate will be resourceful, well-organized and have excellent communication skills, verbal and written, both with internal and external audiences. They will be confident working in a fast-paced environment and be a natural self-starter focused on results rather than solely tasks. Legislative experience, project and partner management experience, and a familiarity with the clean energy sector would be valuable in this role. A passion for Philadelphia is a must.
Job Responsibilities:
- Manage the creation and implementation of a strategic plan to leverage funding from the IRA to expand and scale local, equitable clean energy projects and programs with both internal team and external partners;
- Translate this big picture vision to implementation by:
- tracking and summarizing all federal climate funding opportunities;
- mapping funding opportunities to existing and future projects and programs;
- assisting with the development and implementation of projects and programs that leverage federal funding;
- assisting with the development of grant applications;
- and managing consultants and key partners.
- Understand and communicate the basic details and value of PEA’s projects and programs that include energy efficiency, electrification, clean energy, and workforce across residential, commercial, industrial, municipal, and institutional sectors to key stakeholders to build support and secure resources to help grow and scale work.
- Communicate details of the IRA to internal and external audiences via memos, blogs, presentations, and other written and verbal formats.
- Monitor and engage with state and local policy efforts, especially where they intersect with federal funding opportunities.

Minimum Qualifications:
- Bachelor’s degree with 3-5 years of experience required. Education may be substituted for some experience provided it is in a relevant field.
- An understanding of and demonstrated interest in climate and clean energy policy, programs, projects, and funding.
- Demonstrated success in coalition building and/or partner management around a successful project, program, or campaign.
- Proficiency in MS Office (Excel and PowerPoint, in particular), Google Suite, and project and program management tools like Monday.com.
- Strong organizational skills with the ability to multitask and prioritize.
- Excellent written and verbal communication skills.
- A passion for Philadelphia and an ability to work with diverse stakeholders to advance PEA’s mission.
Salary & Benefits: $85,000-$100,000 salary commensurate with experience, plus competitive benefits package including a generous healthcare package, retirement and fringe benefits, paid time off and government holidays.
