The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia and helps the City be responsive to the needs of our businesses, residents, and visitors. OIT responsibilities include: 1) identifying strategic and best practice approaches  for implementing new  technology  throughout city government; 2) increasing the capacity  of the City’s technology assets and ensuring a  return on our technology investments; 3) ensuring a safe and secure data environment; and 4) planning for continuity of operations during emergencies or technology disruptions;  OIT also offers innovation and public technology services as it seeks to improve and increase residents’ access and successful use of technology.
The Managing Director’s Office of Transportation, Infrastructure, & Sustainability (OTIS) directs the policies and practices that improve the quality of life in all of Philadelphia’s communities through safe and sustainable infrastructure. OTIS represents a portfolio of departments that include a small policy and planning staff reporting directly to the Deputy Managing Director, the policy-driven Office of Sustainability, and two operating departments:  the transportation and sanitation divisions of the Streets Department, and the Philadelphia Water Department..

Job Description

The Smart Infrastructure Coordinator will be embedded within the City’s SmartCityPHL team while also working closely with leadership from the Office of Transportation, Infrastructure, and Sustainability (OTIS) and Streets Department.
In the Coordinator role, you will support technology and innovation work to improve City operations and services.  The work will involve identifying, developing, and implementing pilot programs in coordination with operating infrastructure entities, focusing primarily on projects relating to mobility and right-of-way management. You will also work directly with City agencies, embedded IT staff, and external infrastructure agencies to establish business cases for pilots and to promote this work both internally and external to City Government. You will also support grant writing and application development for federal infrastructure projects.

Essential Functions

As the Smart Infrastructure Coordinator, some of your opportunities will include:

•    Managing the implementation, evaluation, and scale-up of technology pilots, with a focus on those that improve the operations of City-owned infrastructure

•    Coordinating the activities of City Department and partner agencies as they implement internal and public facing pilot programs and engage communities about the work

•    Identifying funding opportunities that support the City’s mobility and Right of Way management objectives as well as leading or assisting with the grant writing and application processes for infrastructure projects

•    Collaborating with the Department of Streets, Southeastern Pennsylvania Transportation Authority, Water Department, Pennsylvania Department of Transportation, DVRPC, and other infrastructure agencies

•    Representing SmartCityPHL and OTIS among internal and public stakeholders in the development and implementation of strategies related to infrastructure and infrastructure driven service delivery

•    Coordinating with the Law Department and Risk Management to advise cabinet officials and department executives on best practices regarding privacy, security and liability with respect to technology deployments which leverage City infrastructure

Qualifications

•    Bachelor’s Degree or equivalent experience required, preferably in planning, urban studies, public policy, or related field; graduate degree a plus

•    Experience with managing projects – soliciting, evaluating, refining, and implementing potential problem solutions related to urban mobility, infrastructure, and right-of-way

•    Basic working knowledge of software systems and application development (such as using Python, Java Script)

•    Baseline proficiency with GIS and spatial data analysis

Additional Information

Salary Range: $70,000 – $75,000
