PEA Bylaws

PEA’s Bylaws are the governing rules that establish how the authority operates and conducts its business. They include the organization’s structure, leadership roles, meeting procedures, voting requirements, and other key policies that support effective governance and accountability.

Municipal Authorities Act

The Authority is governed by the Pennsylvania Municipality Authorities Act, which provides the legal framework for the creation and operation of municipal authorities in the Commonwealth. The Act defines the Authority’s powers, responsibilities, and governance structure to support the delivery of public services and projects.

The Pennsylvania Sunshine Act (65 Pa.C.S. §§ 701-716)

Under the PA Sunshine Act, the Philadelphia Energy Authority as a public agency must provide public notice of meetings, allow the public to attend most deliberations and votes, and maintain meeting minutes. The Act outlines limited circumstances in which executive sessions may be held for confidential matters such as personnel issues, legal strategy, or real estate negotiations.
