In Philadelphia, thousands of longtime homeowners are living in unsafe homes they can’t afford to fix — and risk losing the stability they’ve worked their whole lives to build. PGCC plays a critical role supporting Built to Last.

Aging Homes

Many Philadelphia homeowners live in older homes with compounding repair needs and rising utility costs. PGCC fills gaps when limited resources otherwise prevent critical improvements.

Energy Burden

Low-income households spend a disproportionate share of income on energy, making housing instability and utility affordability deeply connected challenges.

Fragmented Systems

Traditional repair and assistance programs often address only one issue at a time, leaving homeowners to navigate multiple complicated systems independently.

Layered Funding

PGCC combines philanthropic, public, and partner funding sources to close repair gaps and unlock access to additional housing and energy programs.

For every $100 invested through Built to Last, the program leverages another $61 from partners to deliver comprehensive home preservation interventions.

Whole-Home Solutions

Built to Last coordinates home repairs, energy upgrades, and health improvements — creating safer, healthier, and more affordable homes for participating households.

Supporting Solar Access

PGCC’s Solar Renewable Energy Credit Revolving Fund is an innovative low-income solar energy financing model. This partnership between PGCC, PEA, the City of Philadelphia, and Solarize installers reduces the cost of rooftop solar for thousands of low-income households.
