PEA is partnering with American Water Resources to offer a water and sewer line protection program for Philadelphia homeowners.
Many homeowners are unaware of their responsibility to maintain and repair their water and sewer lines — the pipes that run between their home and the City’s infrastructure. Service line repairs and replacement costs can reach thousands of dollars.
The Water and Sewer Line Protection Program offers homeowners peace of mind. Under the plan, qualified repairs are covered, service calls are available around the clock, and local contractors can respond quickly when issues arise.

Program Details
The Water and Sewer Line Protection Program is offered to any Philadelphia homeowner who is responsible for the water and sewer service lines attached to their home.
What’s Covered?
Repairs from the City’s water main to (but not including) the homeowner’s water meter. Sewer lines are covered for repairs beginning from the property’s outside edge, typically starting at the foundation wall.
What’s Not Covered?
Repairs inside the home, including interior water pipe damage caused by freezing conditions or clogging. Replacement of lead lines. Repairing improper installations or damage caused by the homeowner or a third party. Costs associated with a defect in the water/sewer line, such as relocation, temporary housing, storage, or property damages.
Program Costs
Protection plans are available at low prices secured by PEA. Combination water and sewer line protection costs $14.99 per month.
Additional Services
AWR offers home protection products including interior plumbing clog removal, water heater repair and replacement, interior gas line repair, interior electric line repair, and surge protection.

Outside Water Line
Leaks or breaks caused by normal wear and usage, defects in materials, or freezing
Notice of Defect
Defects of outside water or sewer line subject to a notice issued by Philadelphia Water Department on or after 30th day of homeowner’s enrollment
Outside Sewer Line
Leaks, clogs or blockages caused by normal wear and usage, defects in materials, or freezing
Site Restoration
Restore private walkways or driveways; refill and reseed unpaved areas; restore excavated roadways in accordance with local regulations

PEA negotiated pricing and consumer protections for Philadelphia residents who purchase the Water and Sewer Line Protection Program.
Oncourse, an AWR company, was selected through a public bidding process to provide optional water and sewer line coverage to Philadelphia homeowners. AWR has been providing water and sewer line protection services for 20 years. Through the partnership with PEA, AWR has added customer protections for homeowners, including minimum response times for claims and unlimited coverage for qualified repairs. Proceeds from this program help support PEA’s clean energy and utility affordability initiatives.
