PEA supports the City of Philadelphia throughout planning, procurement and delivery of large-scale clean energy projects. These projects reduce facility energy consumption and stabilize costs at a time when rising electricity and fuel prices place growing burden on municipal budgets. Energy efficiency or renewable energy upgrades are paired with enhancements that modernize critical infrastructure, achieving environmental and public health benefits, all while saving taxpayer money.

Guaranteed Energy Savings Projects

Rather than pay for capital improvements through the City’s traditional budget process, the administration entrusts PEA to partner with energy service companies to implement large-scale facility upgrades using a Pennsylvania law, the Guaranteed Energy Savings Act (GESA).

Holistic Improvements, Guaranteed Returns

GESA allows project teams to expand their reach, improving building performance through retrofits that often go beyond what capital budgets alone can support. PEA finances projects on behalf of the City, backed by guaranteed energy savings, delivering a return on investment within 20 years or less.

Clean Energy Partnerships
