The City of Philadelphia (“the City”) and Philadelphia Gas Works (“PGW”) are issuing this Request for Information (“RFI”) to solicit responses regarding proposed microgrid and renewable energy solutions at City sites including the Philadelphia Prisons complex, a water treatment plant, and a pump station (together, the “Project”). This RFI is directed to entities (each, a ‘Respondent’) that have proven experience designing, developing, financing, and/or operating microgrid and distributed energy systems, and is intended to:
- Provide general background information related to the Project; and
- Solicit input on a variety of issues, including potential technical solutions, project phasing, viable
financing models (with a preference for a Guaranteed Energy Savings Act (“GESA”) structure),
market information, and schedule considerations.
There are several drivers for this Project and this RFI, including:
- Protecting against energy cost volatility and providing long-term budget stability;
- Improving reliability and energy security at a continuously occupied, high-load municipal facility; and
- Advancing the City of Philadelphia’s decarbonization and clean energy goals.
