Commercial Property Assessed Clean Energy (C-PACE)

Program Overview

The Philadelphia C-PACE Program provides long-term, flexible financing that can cover up to 100% of hard and soft costs for commercial, industrial, and multifamily (5+ units) energy projects. The program can be applied to new construction or building renovation projects.

C-PACE participants are installing high-efficiency building systems and modernizing their infrastructure, achieving energy savings of 20–45%, all while improving building comfort and system reliability. This results in less air pollution, fewer carbon emissions, and greater long-term resilience for Philadelphia’s built environment.

C-PACE financing unlocks better buildings.

Reduce costs today while building a cleaner, more resilient future

Program Benefits

Improve Project Feasibility

Boost project economics by replacing higher-cost mezzanine debt or equity with lower-cost capital

Receive Immediate, Measurable Savings

Improve building performance while lowering operating expenses and increasing long-term asset value

Structure Financing with Savings

Extend term up to 30 years, aligning with building improvements’ lifespan. Energy savings often exceed annual payments

Avoid Long-term Risk

Debt obligation stays with the property, allowing owners to transfer debt obligation upon sale of the property

Unlock Upgrades in Tenant-Occupied Spaces

Expand access by addressing split incentives between owners and tenants, enabling improvements in buildings where energy costs are shared

Reduce Environmental Impacts

Modernize to high-efficiency systems that use less fuel, emit less air pollution, and leave a smaller carbon footprint
