Commercial Property Assessed Clean Energy (C-PACE)
Program Overview
The Philadelphia C-PACE Program provides long-term, flexible financing that can cover up to 100% of hard and soft costs for commercial, industrial, and multifamily (5+ units) energy projects. The program can be applied to new construction or building renovation projects.
C-PACE participants are installing high-efficiency building systems and modernizing their infrastructure, achieving energy savings of 20–45%, all while improving building comfort and system reliability. This results in less air pollution, fewer carbon emissions, and greater long-term resilience for Philadelphia’s built environment.

Who’s Eligible?
- Commercial and industrial properties in Philadelphia
- Multifamily properties with 5+ units, retail stores, nursing homes, hospitality, warehouses, and more
- Tax-exempt organizations such as community centers, hospitals, theaters, private schools, and religious facilities, among others
Who’s Ineligible?
- Residential housing (<5 units)
- Government-owned buildings
Projects Outside Philadelphia
Most Pennsylvania counties offer C-PACE. Outside Philadelphia, the C-PACE program is administered by the Sustainable Energy Fund.
