Built to Last layered multiple services to restore Nancy Mundy and Thomas Williams’ West Oak Lane home to a safe, healthy, and comfortable condition. Solar photovoltaic (PV) panels and a new high-efficiency heater keep utility costs low. After nearly losing the house, the couple plan to stay.

The Challenges
Ms. Mundy and Mr. Williams both transitioned into involuntary retirement due to health complications and restaurant closures. Soon thereafter, Mr. Williams received a cancer diagnosis and became the victim of financial fraud. After saving up for years to fix up their home, suddenly all their savings were gone.
The rowhome required significant repairs:
- Broken radiators made the first floor uninhabitable during colder months, leaving the couple reliant on space heaters
- A leaking, deteriorating roof resulted in widespread water damage and the occasional raccoon invasion
- The leaking roof damaged the home’s walls, siding, and interior ceilings
- In the kitchen, only one of the stove’s burners still functioned
The Solution
Philadelphia Housing Development Corporation’s Basic Systems Repair Program (BSRP) recognized repair costs would exceed program limits. In response, BSRP initiated Built to Last collaboration, ensuring the couple received the full scope of necessary repairs.
PEA combined philanthropic funds provided through green bank affiliate, the Philadelphia Green Capital Corp. (PGCC), with funding from four partner programs. Energy-efficient appliances and solar energy reduced the couples’ utility costs by more than $1,200 per year. Rooftop solar energy lowered their monthly electric bills to $20 or less, on average. Solar PV panels were financed through a third-party leasing arrangement, paid fully by PGCC.
Health, safety, and energy efficiency repairs now make it possible for the couple to remain in the house for years to come.
