C-PACE Finances Transformation of Vacant Lots into 114-Unit Tower

Project Overview

The Frame is a 114-unit multifamily property located in Philadelphia’s vibrant Fishtown neighborhood. The mixed-use development combined six previously vacant lots to form the luxury tower, complete with 2,000 square feet of ground-level retail space, a green roof deck, and high-efficiency building design features.

In July 2024, PEA, PACE Loan Group LLC (PLG), and 1440 FRONT LLC closed on $10,558,000 in C-PACE financing for 1440 N. Front Street. Managed by Archive Development, the property owners secured the C-PACE loan from PLG alongside a $14 million construction loan from Builders Capital to complete the capital stack.

“When a local bank backed out at the closing table, PLG worked with JLL to bring a partner lender, Builders Capital, to complete the capital stack. We were pleased that C-PACE enabled this project to move forward.”
