Penn State University’s Virtual Workshop: The Local Social and Economical Context of Energy Transitions

As the United States pivots away from fossil fuels, resource-dependent communities and host communities for renewable energy are undergoing major transitions. These transitions play out quite differently in different contexts as local and state officials, nonprofit groups, and community leaders work to harness and re-apply the skills of the local workforce and address social and land use-based changes. But there is no single formula for success. This workshop aims to explore different communities’ and states’ experiences with losses and gains in their energy economies, focusing specifically on state and local experiences with economic redevelopment and skills transfer; local impacts, such as land use changes; and residents’ perceptions of transitions. Speakers will provide perspectives from urban and rural settings; areas that are just starting the transition or are in the midst of it; and areas that are experiencing both economic gains and losses. The workshop has two objectives. The first is to identify potential best practice strategies the energy transition, focusing on engagement with residents, economic development, and regulatory and “soft” (e.g., negotiation-based) land use approaches. What strategies have been implemented, and what do we know about success and failure? The second is to provide opportunities for cross-jurisdictional learning among decision-makers in different locations and to identify opportunities to harmonize strategies.
