The purpose of this Request for Qualifications (RFQ) is to solicit proposals from solar photovoltaic (PV) developers and installers (Contractors) that offer solar PV and battery energy storage system installations and enabling upgrade work.
The Philadelphia Green Capital Corp. (PGCC) and Philadelphia Energy Authority (PEA) (collectively, the Program Team) seek contractors for participation in Solarize Greater Philadelphia (Solarize), a program to help homeowners in Southeastern Pennsylvania (Bucks, Chester, Delaware, Montgomery, and Philadelphia Counties) go solar. Additionally, contractors are encouraged to submit qualifications to support Solar For All (SFA), which provides subsidies to low- and moderate income (LMI) residential solar customers. The Program Team seeks qualified Contractors to deliver cost-competitive solar installations to the following segments of Philadelphia property owners:
- LMI residential customers, who are eligible for and interested in subsidy from U.S. Environmental Protection Agency (EPA)’s SFA award for Pennsylvania. This market segment is served by the SFA program.
- Market-rate residential customers – households of all income levels – who are not eligible for or who are not interested in the SFA subsidy program. This market segment is served by the Solarize program.
By responding to this RFQ, installers are bidding to become both Solarize and SFA installers. SFA program details will be finalized later this year pending Financial Provider selection and Pennsylvania legislative authorization to access federal SFA funding. Respondents selected through this procurement will have the opportunity to review additional SFA program requirements before finalizing their commitment to participating in SFA. The SFA program requires that SFA installers be able to perform roof and electrical enabling upgrade work or have subcontractors who are able to do so; therefore, this RFQ contains questions about respondents’ capacity to complete these enabling upgrades. All installers seeking to become part of the SFA program must respond to this RFQ to become part of the initial program pool.
The Program Team expects to select Contractors with this RFQ for an initial contract term from September 2025 through December 2026, with the option to renew for three additional one-year terms.

Responses to questions received before 5 p.m. on Wednesday, July 9, 2025 will be emailed to all Respondents who have submitted questions. In addition, responses will be posted on the the PEA website (https://philaenergy.org/public-bids/) and PGCC website (https://phillygreencapital.org/public-bids/). Contractors responding to this RFQ are urged to check the website for responses to such questions. All responses will be issued by 5pm on July 11, 2025. Oral responses by any PEA or PGCC employee or agent of PEA or PGCC are not binding and shall not in any way be considered as a commitment by PEA.
Proposal Deadline: Responses to this RFQ must be submitted using the RFQ Response Form (also provided in Appendix A) no later than 5 p.m. on Monday, July 28, 2025. Responses received after the deadline will not be considered.
