PGCC & PEA Request for Proposals: Technical Assistance for Tax Credit Advisory

August 5, 2024 (OPEN): The Philadelphia Energy Authority (PEA) and the Philadelphia Green Capital Corp. (PGCC) have released a new Request for Proposals (RFP) to solicit pricing proposals from firms (“Consultant”). The Consultant will provide technical assistance in leveraging federal tax credits for renewable and energy efficiency projects in Southeast Pennsylvania.

Specifically, the Consultant is expected to:

Support PEA and PGCC program administrators through training and case-by-case guidance for tax credits and elective pay opportunities (~30% time).
Advise PGCC on how to maximize uptake of IRA tax credits and elective pay by its partners (~20% time).
Support PEA & PGCC program participants, including commercial property owners, nonprofits, and small businesses, by providing:
- Recordable webinars to provide program-specific guidance and examples to help program participants consider how to integrate IRA tax incentives into the project planning and financial cost analysis (~15% time).
- On-call time for every project (estimated 20-30 annually) to prepare them to identify and integrate tax incentives into their planning and establish a tax filing plan and timeline (~30% time).
- Outlines on the impact of Build America Buy America and Davis Bacon and Related Acts as it relates to program participants’ tax incentives (to the extent it can be provided; ~5% time).

Questions must be submitted by 5pm on Friday, August 16, 2024. Contractors responding to this RFP are urged to check the website for the responses to the questions. All responses will be issued by 5pm on Thursday, August 22, 2024.

Interview Period: Finalists will be contacted for an interview in mid- to late September.

Projected Decision Date: Decisions will be announced early to mid-October.
