Philadelphia Green Capital Corp – Request for Proposals: Residential Solar Financial Providers

The Philadelphia Green Capital Corp (PGCC) issues a Request for Proposals (RFP) to identify residential solar financial providers for Solar for All (SFA) projects across southeastern Pennsylvania.

Background:

June 26, 2025 (Open): The Philadelphia Green Capital Corp (PGCC) issues this Request for Proposals (RFP) to identify financial providers capable of offering fixed-price solar Power Purchase Agreements for Solar for All eligible customers across southeastern Pennsylvania, specifically Philadelphia, Bucks, Chester, Delaware, and Montgomery Counties.

In April 2024, PGCC, in a coalition application with the Pennsylvania Energy Development Authority (“PEDA”), was awarded $156,120,000 of federal Solar for All funding by the Environmental Protection Agency (“EPA”) to advance equitable solar access for low-to moderate-income communities in Pennsylvania. PGCC expects to receive a $70,074,000 subaward from PEDA and is tasked with deploying these SFA funds in southeastern Pennsylvania . The SFA program will enable households in low-income and disadvantaged communities (“LIDACs”) and those of low-to -moderate income to benefit from distributed solar energy. The SFA grant will be in effect through August 31, 2029.

PGCC seeks proposals from qualified financial providers to act as solar third-party ownership (“TPO”) providers to support, expand, and streamline efforts to deploy solar photovoltaics systems in Pennsylvania. Providers must be equipped to offer fixed-price solar Power Purchase Agreements (PPAs) to eligible customers and will receive PGCC incentives for solar, solar-enabling upgrades, and battery storage, to enable participating households to save at least 20% on their electricity bills. They must also manage customer approval and underwriting, including income verification, and work with qualified solar installers selected by PGCC and PEA. Providers will be responsible for meeting compliance and reporting requirements for grant agreements with PEDA and the EPA.

PGCC seeks to select up to three (3) qualified providers.

Oral responses by any PGCC employee or agent of PGCC are not binding and shall not in any way be considered as a commitment by PGCC.
