Request for Information for Photovoltaic Renewable Energy System Potential at Northeast Philadelphia Airport (PNE)

The City of Philadelphia (“City”) is investigating the costs and benefits of a Solar Photovoltaic (PV) Renewable Energy System and/or Plant, as defined by the PA Public Utility Commission (“PUC”), for the Commerce Department Division of Aviation’s (“Aviation”) Northeast Philadelphia Airport (“PNE”). Through this effort, the City ultimately seeks to confirm the financial and physical feasibility of installing a PV renewable energy system at PNE. The system may be ground-mounted, roof-mounted, or a combination of both. Confirmation of the feasibility of a PV renewable energy system will form the basis for an RFP. At such time, the City of Philadelphia may consider the value of entering into a contract, preferably using a power purchase agreement where the developer is responsible for installation, operation, and maintenance of the system.
