The Philadelphia Green Capital Corp. (PGCC) and the Philadelphia Energy Authority (PEA) have issued this Request for Qualifications (RFQ) to solicit qualifications from general contractors able to provide residential construction services through the Built to Last (BTL) program. The Program Team is seeking qualified contractors to complete repairs and home improvement upgrades addressing habitability, health, accessibility, and energy efficiency needs in participating homes.
Built to Last serves single-family owner-occupied homes in Philadelphia where households earn 60% of area median income or below. The program coordinates home repair funding and services from multiple partners to address comprehensive home restoration needs and improve the safety, health, accessibility, affordability, and resilience of participating homes. Qualified Contractors selected through this RFQ will be added to the BTL Qualified Contractor List and will be eligible to receive project scopes based on availability, capacity, project fit, and track record.
The Program Team expects to select Contractors with this RFQ for an initial contract term through December 2029, with the option to renew for up to two additional one-year terms (December 31, 2031). Individual BTL project scopes are generally limited to $25,000, except for approved unforeseen change orders.
PGCC and PEA strongly encourage Respondents to submit responses in accordance with the Anticipated Procurement Timeline in Section 4.1 (by September 28, 2026) in order to commence work in a timely manner. However, this RFQ is considered rolling and the Program Team will accept and review responses on a rolling basis, as described in Section 4.1.
