Philadelphia Request for Proposals: Wastewater Treatment Plants GESA

The Philadelphia Energy Authority (“PEA”) together with the City of Philadelphia and Philadelphia Gas Works (“PGW”), referred to as the “Procurement Team,” intends to commence a guaranteed energy savings project (“Project”) for two Philadelphia Water Department (“PWD”) sites:

  •     Northeast Water Pollution Control Plant (NE WPCP), 3899 Richmond St.
  •     Southwest Water Pollution Control Plant (SW WPCP), 8200 Enterprise Ave.

The project(s) may be completed in phases beginning with the NE WPCP site.

The Procurement Team seeks qualified Proposers, to perform under a guaranteed energy savings contract (“Contract”) between PEA and Selected Proposer under the Pennsylvania Guaranteed Energy Savings Act (“GESA”). GESA addresses contracting by governmental entities for energy conservation measures in existing buildings and facilities.

The Procurement Team is requesting proposals for these facilities that will comprehensively implement plant equipment/operations improvements and energy conservation measures to reduce energy costs and greenhouse gas (GHG) emissions and meet other goals outlined in this document. Proposers are invited to present strategies to further enhance and monetize biogas production in collaboration with Philadelphia’s municipally owned utility, PGW.

The proposals must guarantee savings that exceed that cost of the project including financing costs. The proposer will also implement an Economic Opportunity Plan (“EOP”) as specified in Attachment F in its selection and use of diverse subcontractors and hiring of workers that ensure the employment of an appropriately diverse workforce.

Under this solicitation, it is expected that the Proposer will be selected to perform all of the work for the Procurement Team.

All Proposers are encouraged to submit a non-binding Letter of Intent (LOI) to gesa@phila.gov, stating that your firm is interested in responding to this RFP. Questions, to better inform proposals, should be submitted to gesa@phila.gov

Proposals must be received no later than 5 P.M. ET on April 11, 2025. Proposals should be delivered electronically, emailed to gesa@phila.gov  and be no larger than 10MB to ensure delivery.

For planning purposes, Proposers should consider a construction start in Spring 2026 following project and financing approval.

Upon receipt of an LOI, the Proposer will have the option to sign a non-disclosure agreement to receive detailed process flow diagrams for the NE and SW WPCPs, and to attend the walk-through. It is recommended that anyone expecting to attend the site walk-throughs submit their LOI and signed NDA ahead of the walk-throughs, in order to receive process flow diagrams to inform walk-through experience. 

A general outline of the procurement schedule has been provided below. The Procurement Teams will make every effort to hold this schedule. Updates regarding the RFP and its schedule will be posted publicly on the PEA webpage for this RFP opportunity at https://philaenergy.org/public-bids/ and emailed to Proposers who have submitted a non-binding Letter of Intent (LOI) by the due date stated below.
