E. Mitchell Swann P.E., is Managing Director with Resolution Management Consultants, Inc. (RMC). He has over 40+ years of experience on both domestic and international projects in the areas of engineering design, project management, construction, risk management, forensic engineering and dispute resolution. Licensed as a Professional Engineer in multiple states, Mr. Swann’s experience includes the engineering and design of mechanical and control systems on projects involving commercial, industrial and institutional construction and building types including high tech manufacturing, laboratories, data centers, broadcasting and correctional facilities.
Mr. Swann is also well versed in the areas of sustainable design and energy conservation as well as the ‘decision tree’ and pre\post-mortem process for decision making in the design, management and construction of engineering projects and is a recognized thought leader in engineering and design, project execution strategies, sustainable building processes and life cycle project management.
A solutions-oriented professional, Mr. Swann is experienced in project, department and organizational management. He has provided engineering, management and risk consulting services on over fifty (50) projects totaling over 11 million square feet cumulatively exceeding $4 billion in the USA and internationally.
Mr. Swann has provided expert witness testimony on a number of cases including at arbitration and trial, and is experienced in settlement discussions and mediation. Testimony topics have included deficient\defective design; standard of care, defective workmanship; interpretation of building codes, and disruption, delay and inefficiencies experienced in the performance of work.
Mr. Swann has served as Chair on ASHRAE Technical Committees and co-authored design guidelines for ASHRAE and ISPE, including the ASHRAE Green Design Guide and the ASHRAE Survival Guide for Design- Build Projects. He is a frequent speaker at Technical & Professional programs for organizations such as ASHRAE (a Distinguished Lecturer since 2005), the ABA, the AIA, the PA Society of Professional Engineers and others. He has also conducted multiple “one day”’ training seminars on Integrated Design Process and Integrated Project Delivery for ASHRAE’s Learning Institute and NAVFAC. He is also a 2018 graduate of the Goldman-Sachs 10,000 Small Businesses Program. He currently chairs the Philadelphia Energy Authority and has formerly sat on the Board of Directors for Green Buildings United in Philadelphia. He is former President of the Engineers Club of Philadelphia and served on its Board until January 2022.
His community engagement includes currently serving on the boards of The Painted Bride Art Center, the Ars Nova Workshop and the Greater Philadelphia Community Alliance. He has also served as Chair of the Board of Directors for The Enterprise Center Community Development Corporation.
