This is a full-time, CASA role. The salary grade for this posting is 0651. The salary range is $87,611 to $107,236. Please note that the final salary will be determined by our Classification and Compensation team after reviewing the candidate’s experience and considering our internal salary equity.

Job Summary

Assists the Construction Manager with oversite and supervision of the construction unit. Assists with overseeing the capital budget, general fund improvements, and alterations to school buildings and other facilities operated by the School District of Philadelphia. Ensures that construction projects in progress are in compliance with contract specifications. Develops, monitors and maintains personnel and contractor performance standards within the Capital Programs division.

Essential Functions

  • Coordinates and assists with administering a comprehensive program to oversee the daily work activities of contractors involved in performing contract services for the Capital Program.
  • Assists in the supervision of construction project managers and inspectors assigned to various contracts and provides technical assistance where necessary to resolve problems.
  • Meets with contractors to resolve problems regarding contract design changes, change orders construction method changes or other similar matters regarding contract compliance.
  • Schedules work to meet time objectives.
  • Assures uniformity of construction standards.
  • Assists with managing all phases of construction from pre-bid to final closeout including safety, local and national code compliance.
  • Reviews construction plans and specifications to ensure compliance with contract requirements.
  • Proactively manages changes in project scope, including the identification of potential cost impacts and development of contingency plans.
  • Participates on and leads committees for the construction unit.
  • Assists in the assignment of construction workloads.
  • Assists with the development of reports.
  • Performs other functions as required.

Minimum Requirements:

  • Bachelor’s degree from an accredited college or university with major course work in mechanical, electrical, or structural engineering, architecture, construction management, or a related field.
  • Five years of full-time, paid, professional experience in construction management, which has included the supervision of contractors, participation in the administration of construction contracts and the management of cost control operations for the construction and renovation of school facilities and buildings.


  • Any combination of education, training or experience equivalent to the completion of twelfth grade.
  • Eight years of full-time, paid, professional experience in construction management, which has included the supervision of contractors, participation in the administration of construction contracts, and the management of cost control operations for the construction and renovation of school facilities and buildings.
  • All work experience related to the position must be included on the resume.

Knowledge, Skills and Abilities

  • Demonstrated knowledge of:
    • current principles and practices involved in construction work.
    • the methods and procedures commonly used in construction and renovation of buildings and other structures.
    • local and state electrical, mechanical and building codes and requirements including a working knowledge of construction law.
    • principles, practices, methods and techniques pertinent to construction cost management including cost control.
    • sustainable construction practices and management of a Leadership in Energy and Environmental Design (LEED) certified project.
    • supervisory techniques and personnel management.
  • Demonstrated ability to:
    • conform to shifting priorities, demands, and timelines through analytical and problem solving capabilities.
    • work both independently and in a collaborative team-oriented environment.
    • negotiate, plan, organize and administer construction projects on the basis of needs, funds, accountability of contractors and other pertinent factors.
    • prepare and maintain comprehensive records and prepares reports.
    • plan and develop procedures to document construction issues.
    • communicate effectively, both orally and in writing.
    • establish and maintain effective working relationships.
