The Philadelphia Energy Authority (PEA), an independent municipal authority, is working to build a robust, equitable clean energy economy in Philadelphia. Chartered by City Council and the Mayor in 2010, PEA is a quasi-governmental entity. Job Description:
The Program Manager is a pivotal role within the Philadelphia Energy Authority (PEA), responsible for developing and growing industry-led workforce training systems in five counties, placing workers into quality jobs and supporting regional economies with the skilled, diverse workforce necessary to compete in the 21st Century. The Program Manager will first be focused on managing the day-to-day operations of the workforce team, with a major focus on leading the expansion of our workforce programs in Philadelphia and into surrounding counties.
Under the leadership of the Director of Workforce Initiatives, the Program Manager role will expand to providing day-to-day administration of all aspects of the PEA’s workforce development programs. This position will work closely with the Director of Workforce Initiatives and serve as the liaison with partner agencies, including the School District of Philadelphia to collect data, write reports and facilitate meetings. The Program Manager will hold the team and partner agencies to contractual goals and objectives to ensure programmatic outcomes. The manager, with the workforce team, will work with partner agencies to coordinate participant activities (e.g. training and job skills counseling) to ensure all program objectives and results are on target, review monthly program activity reports, and give partners feedback, as needed. The manager will serve as PEA’s primary point of contact on PEA’s direct program activities, including but not limited to recruitment support, coordination of internships, career fairs, field trips, and special events. This position may include leading the launch of new programs and expanding the breadth and/or depth of existing programs.
Job Responsibilities:
- Develop, coordinate, and execute the day-to-day operations of workforce training. Including identifying, developing, and sustaining new training partnerships in 5 counties that align with the goals of the project, conducting program evaluation, and connecting partners to the PEA employer engagement team for placement services.
 - Oversee collaboration with training partners and guide the efficient management of project schedules and resources to ensure successful outcomes.
 - Promote cross-functional communication and coordination to foster collaboration of partnerships and guarantee the attainment of project milestones.
 - Serve as the primary point of contact and liaison between PEA, and partner organizations.
 - Develop and maintain project timelines, budgets, and performance metrics to meet project milestones and grant requirements.
 - Develop strategies for effective implementation and continuous improvement of PEA’s workforce programs.
 - Prepare regular progress reports and updates for the Director of Workforce Initiatives, stakeholders, and funders.
 - Engage with relevant technology platforms to facilitate communication, collaboration, and project management.
 - Develop program partnership contracts in collaboration with the PEA Operations Team.
 
Minimum Qualifications:
- Bachelor’s degree in a relevant field (e.g., business administration, workforce development, sustainability, social services)
 - 3+ years of proven experience in project management, preferably in workforce development, re-entry, energy, or related sectors.
 - Strong proficiency with project management tools and software, excellent organizational and leadership skills, attention to detail, and the ability to manage multiple tasks simultaneously.
 - Proficiency in Salesforce, Monday.com, or other database or CRM platforms is a plus.
 - Experience in grant-funded projects and familiarity with grant reporting and compliance is a plus.
 - Strong written and verbal communication and interpersonal skills to foster effective relationships with internal teams, partners, stakeholders, and the broader community.
 - Ability to work independently and demonstrate initiative.
 - Experience working with Philadelphia and surrounding counties community-based organizations or systems that serve justice-impacted individuals. Passion for addressing societal challenges related to energy, sustainability, climate change, poverty, equity, and economic development and commitment to Philadelphia.
 - Reliable transportation, clean driving record and valid Driver’s License is required.
 - Philadelphia residency within 6 months of the date of hire is required.
 
Salary & Benefits:
Benefits include but are not limited to a generous healthcare package, retirement and fringe benefits, and significant paid time off. Salary budgeted for this position is $70,000 -$85,000, commensurate with experience.
