Vote Solar is a non-profit advocacy organization dedicated to making solar energy accessible to all and a primary source of electricity across the country.  We are in search of a Regulatory Manager to help shape and guide state-level regulatory and legislative policies to advance markets and inclusive programs for solar power generation — both distributed and utility-scale – in the Mid-Atlantic states, primarily in New York, New Jersey, Maryland and Pennsylvania, but with support for work across the region.

POSITION DESCRIPTION

Vote Solar seeks a candidate committed to helping advance sustainable, equitable solutions to the challenges facing solar expansion in the electricity market. This position will report to the Northeast Regulatory Director and requires both strategic thinking in advocating for technical solutions before state regulatory bodies, and collaborative coalition building and management in getting those solutions implemented.  The position will work closely with legal counsel and technical resources to promote solar generally and as an alternative to fossil gas investments in regulatory and legislative venues. The ideal candidate is a results-oriented person who excels at building relationships and managing complex projects.

We are looking for a candidate that can support our mission in the following areas:

• Support intervention in utility general rate cases and other regulatory proceedings to develop solar-friendly policies and tariffs for distributed solar. This includes coordinating expert testimony, and framing discovery for utility and other witnesses, —all in pursuit of regulatory outcomes that provide fair compensation for distributed solar and technologies that help grow solar markets.
• Support Vote Solar interventions in Integrated Resource Planning proceedings, Grid Modernization Proceedings and similar planning proceedings that push utilities towards decarbonized clean energy portfolios as alternatives to fossil gas electricity generation and grid services, with technical support from the Vote Solar Grid Modernization and Decarbonization Program.  This includes advocacy for wholesale and distributed generation, demand response, energy storage, flexible load and electrification.
• Facilitate and collaborate with coalitions of stakeholders – such as frontline communities, environmental justice advocates, consumer advocates, energy efficiency and electrification proponents, energy storage providers, electric vehicle advocates – to develop and pursue shared strategies.
• Identify, investigate and pursue innovative regulatory policies that address historical racial, economic and structural inequities and remove barriers for solar adoption by residential and commercial customers. This includes policies that encourage utilities to incorporate solar (distributed and wholesale) into their planning and operations.
• Support both offensive and defensive strategies to preserve and advance policies and programs providing fair compensation for customer-owned solar generation and other distributed energy resources.
• Provide thought leadership in designing new regulatory paradigms that prioritize renewables, climate justice and maximizing participation in (and benefit from) distributed energy resources.

This is a mid-level, regionally-focused position with the opportunity to influence the future of renewable energy policy in key targeted states.

REQUIRED EXPERIENCE/SKILLS

• Applicants should have knowledge of the energy sector regulatory processes, and a general understanding of US electricity markets and renewables.
• A minimum of two years experience working in a field related to solar energy, climate change or energy regulation.
• Ability to manage multiple projects at once, coordinating technical input from a variety of sources including Vote Solar supervisors and colleagues from multiple states.
• Strong analytical and strategic skills, including the use of spreadsheet models and calculations.
• Demonstrated ability to write well for policy and general audiences.
• A personal commitment to building an inclusive and supportive work environment.

PREFERRED EXPERIENCE/SKILL 

• Ideal candidates for this position would also have some technical expertise in clean energy policy and practice (particularly in the Mid-Atlantic solar sector).
• Experience with formal regulatory proceedings, including utility ratemaking, procurement, or grid operations.
• Interpersonal skills/lived-experience to facilitate collaborative work with diverse populations and allies.

POSITION DETAILS 

This position will report to the Northeast Regulatory Director based in Boston, but this position will ideally be located between Washington D.C. and New York. As this position will require some regional travel, proximity to transportation hubs is important. Workplace arrangements can be flexible, including options to work from home. • Salary & Benefits:  The salary range for this position is $60,000-72,000. Vote Solar provides full-time staff with a competitive package of benefits, including 3 weeks paid vacation in year one, four weeks starting in year two, plus sick time, and best-in-class health care and a retirement savings plan.
