The Philadelphia Energy Authority (PEA) is an independent municipal authority chartered by City Council and the Mayor in 2010, focused on issues of energy affordability and sustainability for Philadelphia. In 2016, with the leadership of City Council President Darrell Clarke, PEA launched the Philadelphia Energy Campaign, a $1 billion, 10-year investment in energy efficiency and clean energy projects. In the first four years of the campaign, PEA facilitated over $167 million in clean energy projects, creating over 1,700 jobs. PEA designs and implements initiatives that are replicable in Philadelphia and across the country. PEA uses energy as an entry point to address many of our biggest challenges— poverty, equitable economic development, climate change, and public health.

Exempt/Non-Exempt Status: Exempt (Full-Time)

Position Summary:

Under the leadership of the Director of Development and Workforce Initiatives, the Workforce Development Coordinator or Manager will provide day-to-day administration of all aspects of the PEA’s workforce development programs. The Workforce Development Coordinator or Manager will work closely with the Director of Development and Workforce Initiatives and serve as the liaison between partner agencies, the School District of Philadelphia, and PEA to collect data, write reports and facilitate meetings. The Workforce Development Coordinator or Manager will review contractual goals and objectives with the team and partner agencies to ensure alignment and traction of programmatic outcomes. The coordinator or manager will work with partner agencies to coordinate participant activities to ensure all program objectives and results are on target, review monthly program activity reports, and give partners feedback, as needed. The coordinator or manager will serve as the primary staff member and point of contact on our summer and school year programming, including but not limited to recruitment support, and coordination of internships, career fairs, field trips, and special events. This position may include leading the launch of new programs and expanding  the breadth and/or depth of existing programs.

The candidate should be comfortable working in a diverse work environment, focused on results rather than tasks, and should value honest communication and transparency. This individual does what they say they will do, follows through and has strong organizational skills.

A commitment to Philadelphia and a passion for energy, sustainability, climate change, and/or poverty, equity, and economic development issues are essential.

Responsibilities may include:

  • Manage the day-to-day operations of PEA’s Workforce Development programs
  • Serve as the point person to the network of service providers, partner agencies, and the School District of Philadelphia
  • Provide support to partners with recruitment, enrollment, engagement, and placement of participants in PEA’s Workforce Development Programs
  • Support and develop employer engagement strategies
  • Develop a comprehensive understanding of PEA’s Workforce Development goals
  • Coordinate activities to ensure all program objectives and outcomes are met, and the program receives the appropriate support from the cross-discipline team of partners
  • Develop and review monthly dashboards of program activities and give feedback to partners
  • Write, review and submit monthly reports
  • Participate in monthly leadership team meetings to capture best practices and “on the ground” learning to improve the delivery of the program
  • Oversee credential approval requirements and activities with the PA Department of Education, and lead administrative compliance of workforce development grants
  • Participate in community meetings to network and share best practices with those organizations working with marginalized populations or workforce development groups
  • Carry out other responsibilities as directed by the supervisor

Minimum Qualifications:

  • Minimum five years of experience managing social service, workforce or alternative school programs within a nonprofit or public entity
  • Associates degree or high school diploma
  • Ability to travel within the metropolitan area when required (once COVID-19 travel restrictions are reduced)
  • Comfortable with meeting tight deadlines, managing multiple tasks and projects, and can effectively manage limited budgets
  • Excellent public speaking, writing and interpersonal skills
  • Experience in community organizing, conflict management, and meeting facilitation
  • Knowledge of Philadelphia’s workforce development and community resources with demonstrated experience working with marginalized populations
  • Demonstrated ability to inspire community participation and build coalitions
  • Strong proficiency in MS Office, including Excel and Word, and video conference and communications platforms
  • Must have strong administrative and organizational skills
  • Ability to develop strong relationships with diverse groups
  • Case management and service coordination experience (desired)
  • Trauma-informed Care training/certification (desired)
