Matt Bowman, Board Member

Matt Bowman is Deputy City Treasurer and the Executive Director of the Sinking Fund Commission for the City of Philadelphia. In this capacity, he is responsible for day-to-day management of the City’s approximately $9 billion debt portfolio, including General Obligation bonds and both bonds and commercial paper issued on behalf of the Philadelphia Department of Aviation, Philadelphia Water Department, and Philadelphia Gas Works. He is also responsible for making debt service payments for all City of Philadelphia debt, managing an annual budget of over $700 million. He chairs the City Treasurer’s Office Investment Committee, which oversees the City’s short-term investment portfolio of up to $7 billion. Prior to joining the City in 2017, Mr. Bowman worked as a public finance investment banker for Siebert Cisneros Shank and as a debt analyst for the Michigan Department of Treasury. Throughout his 14-year career, he has been involved in over $26 billion of debt transactions, including the 2012 Bond Buyer Deal of the Year and the City’s inaugural issuances of designated Social Bonds and Sustainability Bonds. He has a master’s degree from Michigan State University and a bachelor’s degree from Kalamazoo College, both in Economics.
