April 18, 2024: The Built to Last Program (BTL) operated by the Philadelphia Energy Authority (PEA) and Philadelphia Green Capital Corp. (PGCC) seeks to improve the condition of an aging housing stock throughout Philadelphia. BTL serves single-family owner-occupied homes where the occupant households earn 60% of area median income and below. The focus of the repairs includes:
- Habitability – to reduce risks of fire, structural failure, water damage, and excessive heat and cold exposure.
- Health – to reduce risks associated with trip and fall hazards, mold, lead, and other environmental hazards.
- Accessibility – to help people with mobility challenges live with safety and dignity.
- Energy Efficiency – to improve affordability, resilience and reduce carbon emissions.
The BTL Team is committed to completing approximately 500 home repair projects in the next two years. To do that PGCC needs a team of residential GCs who embrace the vision and have a commitment to grow with the BTL delivery system. Qualified residential GCs are invited to submit their qualifications for the opportunity to build a book of steady home repair business over the next 24 months and beyond. Minority- Women-, and Disabled Service Member Business Enterprises (M/W/DSBEs) and Local Business Enterprises are encouraged to submit their qualifications.
GCs approved to participate will be added to the BTL List of Qualified GCs. The Qualified GC List is not a guarantee or any type of promise of work. When a GC is approved for the List of Qualified GCs and signs the GC Program Services Agreement, the GC will be provided access to bid packages where they can compete for contract awards at scale. The GC will execute a separate agreement with the participant for each project award won by the GC.

Pre-Submission Meeting: There will be an RFQ pre-submission meeting convened at 10am on Wednesday, May 1, 2024, located at Philadelphia City Hall Caucus Chambers, Room TBD, 1400 JFK Blvd. Philadelphia, PA 19107.
Inquiries: Respondents are encouraged to submit any questions related to the RFQ to Andrea Holak at aholak@capitalaccessinc.com with the subject “Built to Last RFQ Inquiry – [Firm Name]” by 5pm on Wednesday, May 8, 2024. Responses will be posted by PGCC via an addendum to this page by 5pm on Friday, May 10, 2024.
Submission Deadline: Respondents to this RFQ must submit their Qualifications through the BTL: GC Request For Qualifications form no later than 5pm on Friday, May 17, 2024.
Interview Period: This RFQ requires a contractor interview to be completed. Contractors will be sent a Calendly scheduler link and may select a date and time that fits your schedule, expected from Tuesday, May 28 through Friday, May 31, 2024.
Projected Decision Date: Tuesday, June 4, 2024
RFQ Documents Submission Deadline: If added to the Qualified GC List, all documents must be submitted through a provided SharePoint link within 5 business days following the decision date (projected Tuesday, June 11, 2024).

Confidential Information: If a Contractor desires that PGCC keep certain information from public disclosure, then the Contractor must include a notice in the Proposal as follows:
“Confidential Information Notice Pages ___ of this Proposal, identified by a bold vertical line along the right-hand margin, contain information that is excluded from public disclosure under applicable law. Contractor requests that such marked information be utilized by PGCC only for evaluation of this Proposal, but Contractor understands that PGCC is bound by applicable law and that such information may be disclosed in accordance with such law.”
