Philadelphia Housing Development Corporation (PHDC) is soliciting an RFP for Interested Contractors
This Request for Proposals (“RFP”) provides interested contractors with the information required to prepare and submit proposals for consideration by the Philadelphia Housing Development Corporation (“PHDC”) to satisfy the need for construction services to be provided to the homes of low-income, physically disabled residents of Philadelphia under the Adaptive Modifications Program (AMP). AMP provides grants to reimburse contractors for the costs of making accessibility modifications, including, but not limited to, exterior wheelchair lifts, stairway elevators, first floor full- and half-bathrooms, railings, increased lighting and kitchen modifications. Services are provided to income-eligible Philadelphia residents with permanent physical disabilities and are available to both homeowners and renters. Contracts for construction cost reimbursement will be offered for all or part of the period of July 1, 2019 to June 30, 2020.
Pre-Proposal Briefing Sessions
Contractors desiring to participate in AMP are strongly urged to attend one of the RFP Briefing Session being held.
Session 1: Thursday, June 13, 2019 at 10:30 A.M. in the 17th Floor Board Room at 1234 Market Street, Philadelphia, PA.

Session 2: Wednesday, June 26th at 10:30 AM in the 17th Floor Board Room at 1234 Market Street, Philadelphia, PA
Proposal Deadline
To be considered, proposals must be received by George Russell, Director of Home Improvement Programs, Philadelphia Housing Development Corporation, 1234 Market Street, 17thFloor, Philadelphia, PA 19107, on or before 12:00 PM on Thursday, July 25, 2019.
Questions
Contractors may call with questions or even arrange appointments with AMP staff to resolve RFP response preparation questions. Appointments will be entertained during the period of June 1, 2019 to July 19, 2019. Contractors should schedule appointments as early as possible as PHDC staff may have limited time to meet with contractors during this period.
