Philadelphia Housing Development Corporation: RFQ for the Weatherization Assistance Programs

Objective
The Philadelphia Housing Development Corporation (PHDC) entered into a contract with the Pennsylvania State Department of Community and Economic Development (DCED) to provide energy saving building shell and furnace retrofits for low-income eligible households in Philadelphia paid for by PHDC’s Weatherization Assistance program (WAP) grants. Recipients of WAP grants will be the customers of the contractors selected to participate in the program. Contracts for repair cost reimbursements will be offered for all or part of the period of July 1, 2018 to June 30, 2019.  At the sole discretion of PHDC, the contract may be renewed for an additional one-year period to have continuing services for up to two years in total.

Subsequent to the selection of contracts to perform services under WAP, the city issued bonds in August 2017 in order to provide $60 million to finance repair and rehabilitation services under PHDCs grant programs.  Because of this large infusion of additional funding, PHDC is in great need of additional contractors in the following trades to perform repair and rehabilitation services to the homes of low income homeowners in Philadelphia paid for by grants under WAP:

  • Roofing
  • Plumbing
  • Electric
  • Heating
  • Carpentry
  • General contracting
  • Asbestos

Note:  all qualified contractors are strongly encouraged to submit responses to this RFQ.  Demand for additional contractors will probably increase over the program year and all contractors deemed qualified by PHDC will be added to an approved contractors list and become eligible to receive a contract anytime during the program year. PHDC is seeking responses to this RFQ from general contractors only interested in providing the needed services. The qualifications of contractors will be determined through a contract review process performed by PHDC.  Contractor’s track record, proposal quality, and availability of work will be important factors in determining the amount of contract dollars awarded to selected contractors. Contractor’s ability to complete work in a timely manner will be a critical factor throughout the contract period.

Pre-Proposal Briefing: Wednesday, May 2, 2018 at 9:00 am
Contractors desiring to participate in WAP are strongly urged to attend the RFQ Briefing Session on Wednesday, May 2, 2018 at 9:00 A.M. in the 3rd Floor Auditorium at 1234 Market Street, Philadelphia, PA. Topics covered at the briefing will include:

  • State of the Program and expected funding levels
  • Review of the RFQ package, including insurance and indemnification requirements and critical documents for contractors to include in a response

Contractors are advised that copies of this Request for Proposals will not be available at the Pre-Proposal Briefing.

Proposal Deadline: by 12:00 pm (Noon) on Friday, May 11, 2018

Contractors may call with questions or even arrange appointments with PHDC staff to resolve RFQ response preparation questions.  Appointments will be entertained during the period of May 2, 2018 (after the Briefing) to May 10, 2018 (before the due date). Contractors should schedule appointments as early as possible as PHDC staff may have limited time to meet with contractors during this period.  Contact names and telephone numbers will be provided at the Briefing.  This offer of individual appointments is only available to those contractors who attend the Briefing.
