The Philadelphia Housing Development Corporation (PHDC) is currently accepting proposals to develop design and implement a system to manage its client cases, associated contract work orders, and related general accounting processes.
In FY 2017 PHDC conducted an evaluation of the existing systems as well as the current business processes to gather functional and system requirements to assist with the procurement and implementation of a new system. As part of this RFP, PHDC would like to address their internal infrastructure and business process requirements to aide in the procurement of a new system to support its business processes and deliver services in a more efficient and effective manner.
PHDC would like to engage a qualified applicant to provide, host, and support a solution that is a comprehensive replacement of the existing systems with a user-friendly application that is easy to use and runs on a current, reliable platform along with annual maintenance, support, software updates and upgrades, training and other services The preference is for a commercial, off the shelf (COTS) solution. However, PHDC would also be willing to accept a “from-scratch” solution. PHDC would also be interested in seeing both internally and cloud-hosted solutions.
No computer hardware or other equipment, and no network or computer installation services (such as cabling or physical installation of equipment) will be purchased under any contract resulting from this RFP. PHDC will purchase such equipment and services separately, through its normal procurement process.

No oral response by any employee or agent of PHDC shall be binding on PHDC, or shall in any way constitute a commitment by PHDC. If an Applicant finds any inconsistency or ambiguity in the RFP, the Applicant is requested to notify PHDC’s primary contact via email by the questions due date set forth in Section 1.3. Answers to questions will be communicated to all applications via email.
Pre-Proposal Meeting
A Pre-Proposal Meeting to review the requirements of this RFP will be held in Philadelphia, Pennsylvania

Attendance at the Pre-Proposal meeting is optional but strongly encouraged. Applicants who do attend are expected to be present for the entire meeting and PHDC reserves the further right, in its sole discretion, to refuse admission to any prospective Applicant arriving more than 30 minutes after the start of the Meeting, and to reject without evaluation any Proposal subsequently submitted by such an Applicant.
