PHDC RFQ: Basic Systems Repair Program

 Philadelphia Housing Development Corporation (PHDC) is soliciting an RFQ for Interested Contractors

This Request for Qualifications (“RFQ”) provides interested contractors with the information required to prepare and submit qualifications for consideration by the Philadelphia Housing Development Corporation (“PHDC”) to satisfy the need for home rehabilitation services to be provided to the homes of low-income homeowners in Philadelphia, which will be paid for by grants under the Basic Systems Repair Program (“BSRP”), the Targeted Housing Preservation Programs (“THPP”) or the Community Asthma Prevention Program + Home Repairs Program (“CAPP+:) (collectively, “Home Improvement Programs” or “HIP”).

Contracts for repair cost reimbursements will be offered for all or part of the period of July 1, 2019 to June 30, 2020.

Typical BSRP grant reimbursements for work performed by contractors range from $400 to $15,000 per property. PHDC will select qualified contractors to perform work under HIP in the following trades:

  • roofing
  • plumbing
  • electric
  • carpentry
  • general contracting (multiple trades)
  • insulation

PHDC is not soliciting asbestos, electrical or heating contractors at this time.

Pre-Proposal Briefing Sessions
Contractors desiring to participate in the Program are strongly urged to attend one of the RFQ Briefing Sessions listed below.

Session 1: Thursday, June 20, 2019 at 10:00 A.M. in the 17th Floor Board Room at 1234 Market Street, Philadelphia, PA.
Session 2:  Friday, June 28th at 10:00 AM in the 17th Floor Board Room at 1234 Market Street, Philadelphia, PA

Proposal Deadline
To be considered, proposals must be received by George Russell, Director of Home Improvement Programs, Philadelphia Housing Development Corporation, 1234 Market Street, 17thFloor, Philadelphia, PA 19107, on or before 12:00 PM on Thursday, July 25, 2019.

Contractors may call with questions or even arrange appointments with AMP staff to resolve RFQ response preparation questions.  Appointments will be entertained during the period of June 1, 2019 to July 19, 2019.  Contractors should schedule appointments as early as possible as PHDC staff may have limited time to meet with contractors during this period.  Contact names and telephone numbers will be provided at the Briefing.  This offer of individual appointments is only available to those contractors who attend one of  the Briefing Sessions.
