Philadelphia Request for Proposals: Owner’s Representative for Wastewater Treatment Plants GESA Project

Background: On January 10, 2025, Philadelphia Energy Authority (“PEA”) together with the City of Philadelphia (“City”) and Philadelphia Gas Works (“PGW”), referred to as the “Procurement Team,” issued a Request for Proposal (“RFP”) for a  Wastewater Treatment Plant Guaranteed Energy Savings Act (GESA) project (“Project”) at the Philadelphia Water Department’s (“PWD”) Northeast Water Pollution Control Plant (“NW WPCP”) and the Southwest Pollution Control Plant (“SW WPCP”). Both plants are located in the City of Philadelphia. That RFP requests proposals for the two PWD facilities that will comprehensively address plant equipment/operations and implement energy conservation measures to reduce energy costs and meet other goals outlined in the RFP. In order to generate revenue to offset the cost of the project, in addition to financing via the energy cost savings mechanism of the Pennsylvania Guaranteed Energy Savings Act (“GESA”), proposers have been asked to present strategies to enhance and monetize biogas production in collaboration with Philadelphia’s municipally owned utility, PGW.

This RFP: In this RFP, PEA – on behalf of the Procurement Team – seeks a company to provide Owner’s Representative services to support this GESA project. 

The selected proposer will support the Procurement Team through the ESCO contracting, construction and post-construction phases of the GESA project and will serve as an owners representative to PEA and the City. More information can be found in the RFP document linked below.

Under this solicitation, it is expected that the Proposer will be selected to perform all of the work for the Procurement Team.

Proposals must be received no later than 5 P.M. ET on Friday, August 22, 2025. Proposals should be delivered electronically, emailed to gesa@phila.gov and be no larger than 10MB to ensure delivery.
